Open Question: Setting up a nursery in Turkey... how do we do it?

well i am living in Turkey in istanbul, been here 2 years now and speak turkish well, i look after children in their home and its excellent money but me and an english friend wants to set up a nursery, i would like to run under 2's and friend would like to run pre school and there are also other friends here australian and english who would work in the nursery all qualified level 3, Thing is... how do we start.. what do we need what do we do??? We all have experience of working in a nursery and being room leaders but its setting up the nursery thats a problem we really need advice. If anyone can help we would be truely gratefull....
